Good news for foreigners waiting for visas, as U.S. embassies resume some services

BY DANIEL SHOER ROTH

Almost four months after the suspension of routine visa services worldwide in response to the coronavirus pandemic, the U.S. Department of State will gradually resume the issuance of visas at U.S. embassies and consulates.

The Department announced the resumption of routine consular services in each diplomatic mission depending on the health conditions of the country in which it is located, in order to ensure the safety of its workforce in American embassies and consulates around the world.

As global conditions evolve, U.S. embassies and consulates are beginning a phased resumption of routine visa services,” the agency said in a news release Tuesday, noting that the reopening “will occur on a post-by-post basis.”

Since March, U.S. embassies and consulates have only been providing emergency appointments and mission critical visa services, and will continue to do so.

The foreign policy agency said it is unable to detail a specific date an embassy or consulate will resume consular visa services or return to the same visa processing pace prior to the COVID-19 crisis.

Visa applicants are encouraged to monitor the website of their respective consular facility for additional information on operating status and consular services offered, including appointments availability.

WHICH VISA SERVICES CAN FOREIGNERS RECEIVE AT U.S. CONSULATES AND EMBASSIES DURING PANDEMIC?

The Department of State said that it will start gradually processing some routine immigrant visas and non-citizen visa cases.

The federal agency highlighted three processes:

▪ Travelers with urgent travel needs ▪ Students with F-1 and M-1 visas, and some J-1 visas for exchange visitors

▪ Immigrant visas for some family members of U.S. citizens consistent with the presidential proclamation suspending entry of foreigners who present a risk to the labor market

“We expect the volume and type of visa cases each post will process to depend on local circumstances” of the coronavirus pandemic, such as medical infrastructure, COVID-19 cases and mobilization restrictions, the press release noted.

“An embassy or consulate will resumeadjudicating all routine non-immigrant and immigrant visa cases only when adequate resources are available and it is safe to do so,” it emphasized.

AVOIDING COVID-19 CONTAGION AMONG VISA APPLICANTS AND DIPLOMATIC PERSONNEL

The foreign policy agency highlighted that all consulates and embassies are implementing a health safety guideline for entering a Department compound to protect diplomatic personnel and visa applicants, just as the U.S. Citizenship and Immigration Services (USCIS) has already done on American soil.

Among the new safety measures: physical distancing in waiting rooms, scheduling fewer interviews simultaneously and frequent disinfection of high-touch areas.

Other points mentioned in the statement:

▪ The changes don’t affect the Visa Waiver Program allowing citizens or nationals of participating countries to travel to the U.S. for tourism or business.

▪ President Trump’s executive orders on travel restrictions remain in effect.
